对于今年的网购维权诉求出现较大幅度增长的原因，杭州市市场监管局有关负责人表示，最主要的还是因为活动参与规模及交易额的大幅增加。今年双11期间，在杭四大网络零售平台共有14.3万户商家参与活动，其中淘宝3.2万户、天猫9.8万户、贝贝网0.5万户、蘑菇街0.8万户，仅天猫一家就比去年增长140%以上。参与规模及交易额的大幅增加，直接导致消费维权诉求量大幅上升。还有一个重要原因是杭州举报投诉指挥平台接收能力显著提升。通过增加接线人员数量和班次、延长接线工作时间，充分利用App、官网信箱等互联网渠道，进一步拓宽消费诉求接收渠道，目前日均登记量达到822件，增长236.89%。 分析今年的投诉举报热点可以看到，促销活动问题、价格调整问题、商品质量问题、售后服务问题，是今年双11期间消费者维权诉求最为集中的几个方面。 促销活动问题包括优惠券、预售、红包、满减、秒杀、抽奖、免单、虚假宣传、承诺未兑现等，共接到有关诉求628件，占双11活动诉求总数的40.23%。比如由于优惠券、定金、红包、满减使用有各种规则（使用范围、使用时间等），消费者一旦要求退货，优惠券、定金、红包的退还和再次使用出现问题导致双方产生纠纷；取消订单后，现金购买的红包不能返还等。 价格调整问题共接到有关诉求63件，占双11活动诉求总数的4.04%。比如消费者在双11前按照相对高的价格购买了商品，双11期间发现商家未按承诺保价出现降价而要求商家退还差价等。 商品质量问题共接到有关诉求339件，占双11活动诉求总数的21.72%。 售后服务问题包括不发货、延迟发货、特价缺货、虚假发货、漏发赠送品等，共接到有关诉求531件，占双11活动诉求总数的34.02%。 杭州市市场监管局相关人员表示，目前该局已根据双11相关维权诉求情况进行分析梳理结果，组织力量对消费纠纷进行快速调处，对涉嫌违法的情况第一时间展开取证调查，并要求相关平台采取相应举措，堵住漏洞。 http://www.peopleyinqing.com/yqpd/culture/
